JERSEY RUGBY FOOTBALL CLUB RULES

1. These are the Club Rules (the "Rules") as defined in the Constitution (the Constitution") of the Jersey Rugby Football Club (the "JRFC"), an incorporated association under the Loi (1862) sur les teneures en fideicommis et l'incorporation d'associations.

2. Nothing in these Rules may, for whatever purpose, derogate from or be inconsistent with the provisions of the Constitution, as that Constitution may stand amended or otherwise, from time to time, and in the event of any doubt or inconsistency between these Rules and the Constitution, the terms and interpretation of the Constitution shall prevail at all times.

3. Proceedings of The Executive Committee
The Executive Committee shall be constituted in accordance with the terms of the Constitution.a. It shall be the duty of the Hon. Secretary to keep true and accurate minutes of all proceedings at any Executive Committee meeting, to be duly signed by the Chairman of the next meeting after being passed and approved.

4. Subscriptions
All subscriptions shall become due and payable from the 1st day of July in every year. The Executive shall have the power to suspend or expel any member whose subscription shall not have been paid by the last date for payment as detailed in Clause 4c.
a. The amount of the subscription for the following year shall be fixed at the AGM.

b. there shall be a joining fee payable on becoming a member of the Club, however, the Executive Committee may, at their discretion, waive this fee. The amount of the joining fee for the following year shall be fixed at the AGM.

c. the last date for the payment of the annual subscription is the last day of August every year. Any member not paying their subscription by the appropriate date will no longer be a member. Any member who allows his subscription to lapse shall be expected to pay the joining fee when application for membership is made.

5. Additional Rules

No Rules shall be made and none of the foregoing or following Rules shall be rescinded or altered except by a vote of the majority of members present at the AGM, or at an EGM, of the Club.

6. Rules, Copies of
A copy of these Rules, and of any amendment or alterations, shall be displayed in the Clubhouse and on the Club’s website, and a copy made available to any member on application to the Hon. Secretary or Club Manager. The rules shall be binding on every member of the Club and every Membership Card shall be issued and accepted subject to the same.


7. Matters Arising
In the event of any matter or question arising which is not covered wholly or in part by the Rules of the Club for the time being in force, the Executive shall be deemed to have full power to deal with the problem as it shall think expedient in the interests of the Club until the next AGM, or EGM, when any necessary alteration or amendment shall be made.

8. Membership
The duration of membership shall be from the 1st day of July until the 30th day of June the following year.

9. Honorary Life Member
a. Any member who is deemed to have given outstanding service to the Club may be elected an Honorary Life Member at the AGM, on the unanimous recommendation of the Executive Committee.
Vice Presidents
b. Any member who is deemed to have given meritorious service to the Club may be elected a Vice-President at the AGM, on the unanimous recommendation of the Executive Committee.

10. Membership Groups
Membership of the Club shall be confined to the following groups of persons:
a. Ordinary Members being players or non-players (and in respect of which differing subscription prices may apply) and over the age of 18 years on the 1st day of July.
b. Academy Members being players or non-players under the age of 18 years on the 1st day of July in any year, or full time students.
c. Lady Members.
d. Honorary Life Members (see Rule 9a).
e. Vice Presidents (see Rule 9b).
f. Joint Membership (being any adult and their partner) with voting rights restricted to one.
g. Family Membership (being at least one parent and their children) with voting rights
restricted to one.
h. Life Members (on payment of the appropriate full annual non-players subscriptions x 10).

l. Affiliated Members being bona fide members of a recognised Jersey Island Rugby Club
shall be eligible to use the Club for the purpose of training for, or playing Rugby Football
at a reduced subscription, the rate of which will be fixed at the AGM.
Affiliated Members shall have no voting powers or signing-in powers and the right of
admission to social functions shall be at the discretion of the Executive Committee.
Affiliated Members shall be liable to the same penalties under Rule 17 of the Club Rules.
m. Old Age Pensioners being an Ordinary Member over the age of 65 on 1st day of July.
11. Election of Members
Subject to the foregoing Rule, no person or persons may become a member or members of the Club until such time as an application form, or in the case of bona fide members of the Jersey Touch Association (JTA) a schedule of its members, has been presented to the Executive Committee duly proposed and seconded by two Ordinary Members or Honorary Life or Life Members of the Club. Two opposing votes to be considered as a refusal of membership.
a. During the first 12 months of membership, no member may propose or second an application for membership.
b. Any class of new member, except for Temporary Affiliated Members, duly elected under the preceding Rule will be required to pay half the appropriate subscription for membership if such election is made on or after the first of February in any year.

12. Membership Cards
All Ordinary, Life, Joint, Academy, or Family Members must be in possession of a current Membership Card or other evidence of membership and shall produce this when called upon by any officer or authorised person of the Club.

13. Guests
Guests will be welcomed at the Club provided that they abide by the conduct and behaviour standards set out in these Rules. All ticket holders shall be Guests as provided for in this rule. Guests will be permitted to enter the Clubhouse and if requested by any member of the Executive Committee, or any delegate, any such guest shallwrite their names and addresses legibly in the Visitors' Book and each such entry shall be signed by a member. The Executive Committee may require any guest who is a frequent guest to apply for membership and to deny entry to the Clubhouse to any such frequent guests whilst any such application is pending.

14. Use of Clubhouse and Premises
The Clubhouse and Premises will be available for use by all members as defined in Rule10 except that Youth Members and other persons under the age of 18 years may not use the facilities of any licensed bar on Club premises to buy alcohol, or use these premises to consume any alcoholic drinks. All Members and Guests must abide in full with all legal requirements placed upon the Club pursuant to the Licensing (Jersey) Law 1974 (the "Licensing Law") and all and any conditions required to be observed pursuant to any licence granted under the Licensing Law.

15. Children
Children shall be permitted upon the Club premises subject to observance in full with any requirements under the Licensing Law and all and any conditions imposed on the Club pursuant to any licence granted under the Licensing Law. No child under the age of 14 years shall be admitted onto the Club’s premises unless under continuous supervision of the parent or authorised person being an adult, and such person being a member as defined in Rule 10.

16. General Conduct of Members and Guests
a. No person who has been refused membership or has been expelled may be eligible as a guest of the club.
b. No gambling, drunkenness, bad language or other misconduct shall be permitted on Club premises.
c. Apart from duly authorised officials concerned with the purchase of stocks, no member or guestmay at any time bring alcohol into the Club for consumption on the premises nor may any member or guestpurchase alcohol in the Club for consumption off the premises. Any member offending under this Rule shall be dealt with by the Executive Committee under Rule 17.
d. Any two members of the Executive Committee shall have the power to order the withdrawal of a member offending under any of the provisions specified in this Rule from Club premises. Any such members shall have no right of re-entry to the Club premises until the Executive Committee has adjudicated on the matter.

17. The Executive Committee shall have the power to reprimand, suspend or expel any member who shall infringe any of these Rules or whose conduct whether within or without the Club premises
